The most important message contained in this 200+ page document is that businesses must not wait for any Deal. As I have stated before the UK will be leaving the Single Market and Customs Union, therefore the customs process and procedures both in the UK and EU will become the norm from next Year regardless of any Deal that is struck with the EU. Therefore if businesses have not carried out a comprehensive review of their supply chains they must do this now.
The Government has decided to introduce a phased approach to import controls for the majority but not all products, which will allow a bit more time for business to get used to the new processes, but the EU will not be introducing the same phased approach, therefore if you are an exporter you will need to check with your EU customer whether everything is set up from day 1.
Businesses should consider what impact this will have on their supply chains, those most affected are obviously those who trade with the EU on a regular basis especially if you have not got experience of non EU trade and customs procedures. The guide highlights the importance of appointing a customs intermediary, and highlights the need to check existing Incoterms, have an understanding of the customs framework, the Tariff code, origin etc. Depending on the complexity of the movements some businesses will need to look at whether they will require additional customs authorisations such as Inward and Outward process or customs warehousing.
