Opinion Piece: Sensible Timescales Essential for Brexit Rules and Regulations

Today’s (31st July) reports show that the Government has no understanding of how Brexit is to be implemented. The final arrangements for withdrawal are not expected before late autumn 2018, with ratification by all 27 EU members sometime before the end of March 2019. This assumes that all members will agree the draft terms. No firm plans can be made by businesses until the small print in the terms is known, and this will take time if the changes are not to be a shambles.

As discussed at the last Brexit meeting it could take over two years to amend, or more importantly renew, the systems needed to cope with whatever the new customs regulations are to be. Similarly implementation of new immigration rules cannot be done overnight.

I cannot think of any way that an implementation period can be avoided if trade between the UK and EU is not to be significantly disrupted, and similar considerations apply to the people issues especially in the care and horticulture sectors.

We must continue to lobby Government ministers to act practically and sensibly rather than follow misplaced dogma.
